13.      The maximum sentence(最高刑期) for causing death by dangerous driving is to increase from 10 to 14 years ensuring that those who kill can be "properly punished", the Government has announced.

14.      Rebels in northern Haiti say they are ready to attack the capital at any time unless Haiti's President Jean-Bertrand Aristide steps down. More foreigners continue to evacuate(撤離) Haiti as the rebel threats escalate(升高), and security deteriorates.

15.      A U.N. spokesman says any bugging(竊聽) of Secretary-General Kofi Annan's(聯合國祕書長安南) phones, if it happened, would be a violation of international law.
